Chongqing to Enforce Juvenile Crime Prevention Regulation Allowing Schools to Ban Student Phones Starting Sept. 1
IT Home, August 30 — Starting September 1, 2026, the Chongqing Municipality Regulation on the Prevention of Juvenile Delinquency will officially come into effect.
The regulation specifies that schools may prohibit students from bringing smart terminal products, such as mobile phones, into the school or using them on campus, strictly controlling students' internet behavior on campus. IT Home noted that it is not just Chongqing; regions such as Fujian, Guangzhou, and Zhengzhou have previously legislated to ban students from bringing mobile phones into schools: In 2022, Fujian already legislated to ban students from bringing mobile phones (including smartwatches) into classrooms. In 2024, Guangzhou introduced a regulation allowing primary and secondary schools to prohibit students from bringing mobile phones into schools. In 2024, Zhengzhou, Henan, also issued a decision to strictly restrict primary and secondary school students from bringing smart terminal products such as mobile phones into schools. At the national level, the Ministry of Education issued a notice in 2021 stating that, in principle, primary and secondary school students are not allowed to bring personal mobile phones onto campuses, and schools must not use mobile phones to assign homework or require students to use mobile phones to complete homework. In 2025, the Ministry of Education introduced further measures, mentioning "strictly prohibiting the bringing of mobile phones and other electronic products into classrooms," and encouraged students and parents to jointly carry out a "screen-off initiative."
